UK Councils Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a new survey of municipal councils, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in the UK stated that six out of ten of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and land to shore up their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of municipal officials stated they would focus on service redesigns and using financial reserves to weather increasing financial challenges.”

Specific Cases of Planned Sales

One local authority in Kent said its asset disposal plan featured the sale of a retail complex in a local town and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the plan.

Local Levy Rises and Wider Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise local levies next spring to address the growing cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are adopting creative strategies but some of these take time to deliver both better provisions and financial savings,” said a council leader.

He added: “There are demographic pressures which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of regional authorities this week further found local finances being stretched by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils said that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those reforms has been postponed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several key cities members were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the study.

“Although only one key city is in the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data highlights the scale of difficulties confronting local leaders across major urban centers in the coming year,” the report added.

“Council officials have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, councils will continue to face impossible choices around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the study found.
